Stated Reason for Appeal (if given): This ongoing issue was brought upon me last October 2019 the St. Paul ordered and billed me for 3 units which I disagree with. I told them that it is a duplex and the basement did not have a kitchen and bath. I contacted the waste management and was told that the City of Saint Paul must correct this mistake so that I will stop paying for 3 units. I previously had asked the City to correct the mistake on the form so I am not paying for the 3rd garbage can. But they had failed to correct this and left me in disappointment, The house I own is a duplex and has two unites. I then had the city come in to do an inspection and give me a certificate of the house for the following occupancy for residential 2 units. The lower unit which is a basement has not been approved as a third unit by the City of Saint Paul. Please correct this mistake on your end. A copy of the certificate will be sent to the City of Saint Paul and Waste Management.
Staff Comments: Staff was able to confirm that the property was approved for a certificate of occupancy for two units on January 24, 2020. However solid waste records also show that the property owner submitted an Unoccupied Dwelling Registration Form that was received and processed on January 9, 2019. Due to a city error, the vacancy was not sent to the hauler as part of the monthly hauler update and was not registered by the hauler. Therefore, staff recommends removing the assessment in full.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2020. (File No. CG2004A5, Assessment No. 200167) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
