Comments:   Per Inspector Williams, this fee was issued because property had 3 previously work orders completed by Parks within a 12 month period prior to the SAO that was issued for 3/11/21.  The 3 previous WOs that were completed were on 9/23/20 (SA on 9/15/20 to remove empty and overflowing recyclables/cardboard boxes off property, SA on 12/31/20 for sofa from rear yard (wo done on 1/8/21), SA on 2/17/21 for disposing of car bumpers and debris from rear yard (work done on 2/25/21)

History of Orders on Property: 9/20/19 couch in alley (gone on arrival), 11/26/19-dumping (gone on arrival)

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Excessive Use of Inspection or Abatement services billed during February 22 to March 19, 2021. (File No. J2111E, Assessment No. 218316) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
