Purpose of Appeal: Forcing the removal of this barrier actively strips away our primary line of defense and leaves my family entirely exposed to documented neighborhood hazards. Because this variance is required to address an exceptional safety emergency unique to our location, granting it preserves our basic rights to security without altering the character of the neighborhood.

WHEREAS, in the matter of Richard Schoolmeesters to a Summary Abatement Order and Correction Notice at 1111 Fourth Street East, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal and grant a compliance date of October 16, 2026 for all orders; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
