Stated Reason for Appeal (if given): Garbage cart went missing in December and PO became sick with Covid and Pneumonia shortly afterwards. PO spent two months in the hospital during Quarter 1 2024.
Staff Comments: WM states they did not receive notice the garbage cart was missing until April 2024, after PO was discharged from the hospital. PO had already received Q1 2024 tax assessment. PO also recently had small house fire on May 20, 2024 and is in currently in temporary housing. She plans on returning home in by September. PO has paid her Q2 2024 bill and has submitted temporary hold documentation. WM states they have not received temporary hold paperwork yet. Staff recommends removing Q1 2024 assessment of 71.84 under a city adjustment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the Collection of Delinquent Garbage Bills for services during January to March 2024. (File No. CG2402A1, Assessment No. 240113) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
