Purpose of Appeal: Request phased completion of repairs with associated extension of deadlines because of delayed availability of construction crews (high demand), relative lack of trades people licensed in St. Paul, material shortages and delays. We believe in St. Paul's goals of affordable housing. We have kept rent affordable and worked with Catholic Charities during COVID crisis. Property issued certificate of occupancy in March 2020. WHEREAS, in the matter of the Appeal of Kenneth Ostlie to a Notice of Condemnation-Unfit for Human Habitation and Order to Vacate at 402 MINNEHAHA AVENUE WEST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant to November 1, 2021 to have Fire Certificate of Occupancy reinstated, conditioned on the property remaining unoccupied in the interim; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
