Purpose of Appeal
Per letter from Appellant, "The College now has a buyer for the property, and in preparation for a sale, commissioned a Truth-in-Sale of Housing Disclosure Report, which revealed the classification as a Category 2 vacant building.
 
The College has always intended to comply with all code requirements of the City of Saint Paul and has made improvements to the house during its ownership of the building. At this time, we wish to appeal the classification as a Category 2 vacant building and respectfully request a change to Category 1."

Body
WHEREAS, in the matter of Appeal of Kathy Panciera OBO William Mitchell College of Law to a Vacant Building Designation at 889 PORTLAND AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal and change to Vacant Building, Category 1 classification to allow sale of the building without having to obtain a code compliance inspection; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
