Public hearing to consider the appeal of Cullen LLC to conditions placed by the Planning Commission on their approval of the site plan for a 20-unit apartment building at 2124 Grand Avenue.  
 
Body
Cullen LLC submitted a site plan for a new apartment building on a property located at the southwest corner of Grand and Finn.  The property is zoned RM2 and covers 18,000 square feet.  The proposed apartment building would be 5 stories tall with 20 4-bedroom units.  A total of 40 parking spaces are proposed (37 in the basement and 3 on the alley).
The Zoning Committee held a public hearing on the site plan on April 26 and May 10.  Staff recommended approval with conditions.  The Zoning Committee voted 3-2 to recommend denial of the site plan.
The Planning Commission approved the site plan with 7 conditions on May 18 on a vote of 15-1.
Cullen LLC is appealing two conditions required by the Planning Commission to 1) Limit the number of permit parking permits issued to the building and 2) Require the project to provide a shared-use vehicle (such as an Hour Car).
