WHEREAS, Bing Concepts LLC (License ID #20190002510), d/b/a Hope Breakfast Bar, located at 1 Leech Street has applied for Class N licenses for Liquor On Sale - 100 Seats or Less, Liquor On Sale - Sunday, and Liquor Outdoor Service Area (Patio) licenses; and

WHEREAS, objections to the Liquor On Sale - 100 Seats or Less, Liquor On Sale - Sunday, and Liquor Outdoor Service Area (Patio) licenses were received within the notification period, and a hearing was held on October 17, 2019; and

WHEREAS, the licensee requested a waiver of the 45-day notice requirement and on August 9, 2019, the West 7th Street/Fort Road Federation (Planning District Council 9) voted to support the licensee's request to waive the 45-day notice requirement and approve the issuance of the Liquor On Sale - 100 Seats or Less, Liquor On Sale - Sunday, and Liquor Outdoor Service Area (Patio) licenses; and

WHEREAS, on October 16, 2019, per RES 19-1791, the City Council voted to approve licensee’s waiver of the 45-day notice requirement and approval of the licenses; and

WHEREAS, after conducting the hearing and considering testimonies and presented materials, the Deputy Legislative Hearing Officer recommends that the application for Liquor On Sale - 100 Seats or Less, Liquor On Sale - Sunday, and Liquor Outdoor Service Area (Patio) licenses for Bing Concepts LLC (License ID #20190002510), d/b/a Hope Breakfast Bar at 1 Leech Street be approved with the following conditions:
