Stated Reason for Appeal (if given): PO recently purchased the home and the property has been under construction
Staff Comments: The property owner purchased the home on October 15, 2025. They were not billed for Q4 2025 due to an active service hold placed by the previous owner, which expired on December 31, 2025. Consequently, the Q1 2026 invoice is their first statement, and the owner was unaware that trash service is billed automatically regardless of whether it was explicitly requested. There is a current long term service hold on the account now. Staff recommends removing assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the Collection of Delinquent Garbage Bills for services during January to March 2026. (File No. CG26Q1B3, Assessment No. 260153) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
