Purpose of Appeal: Construction was being done and two holes were dug and left for 3 weeks while the ground had rain, froze, snow, and my sewer line was exposed that entire time causing the damage.

WHEREAS, in the matter of the Appeal of Darin Dallin to an Emergency Summary Abatement Order at 1062 Minnehaha Avenue East, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal and authorizing the Department of Safety & Inspections to immediately abate the condition following the Council's Public Hearing on the matter; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter and also directs that the Department of Safety & Inspections work with the city's contractor to ensure thorough documentation of conditions (at and below grade) is provided of conditions before and after sewer line repair/replacement.
