Amending the financing and spending plans in the Department of Planning and Economic Development in the amount of $115,000 so that the City of Saint Paul may act as the fiscal agent for a federal grant awarded to St. Paul Smart Trips.  
 
Body
WHEREAS, the City Council passed resolution 10-133 in February 2010 to allow the City of Saint Paul to act as a fiscal agent pass-through for St. Paul Smart Trips because the federal Non-Motorized Transportation Pilot (NTP) requires that a taxing authority to accept Federal funds that have been awarded; and
WHEREAS, Transit for Livable Communities and Bike Walk Twin Cities are administering the NTP Program and have awarded St. Paul Smart Trips a grant of $115,000 to fund a Smart Trips Neighborhoods 2011 residential social marketing program that will build on successful past programs in Summit-University, Union Park, and Highland Park; and
WHEREAS, the Smart Trips program will use individualized social marketing techniques to get people out of their cars and choosing sustainable alternatives such as transit, biking and walking, utilizing direct mailings, delivery of materials, and free events to engage interested households and provide them with the information they need to make changes in how they get around; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify $115,000 in funds are available for appropriation in excess of those estimated in the 2011 budget and recommends the following changes to the 2011 budget;
NOW, THEREFORE, BE IT RESOLVED, that these budget amendments be made so that the City of Saint Paul may act as the fiscal agent pass-through for the St. Paul Smart Trips Neighborhoods 2011 project.
