WHEREAS, on January 24, 2024, the Saint Paul City Council adopted Council File RLH RR 23-50, which ordered the removal of 594 Brunson Avenue within 15 days, noting incomplete documentation of the financial capacity to execute the rehabilitation was provided; and

WHEREAS, following the Council decision on the matter a request was made by Elizabeth Sibet to consider granting a stay of enforcement, as she submitted completed documentation after the deadline and after the Council convened its meeting January 24, 2024, providing no time for the Legislative Hearing Officer to be made aware of the material or appraise the Council as to its sufficiency; and

WHEREAS, the financial documentation were subsequently reviewed and found sufficient by the Legislative Hearing Officer who therefore recommends that the City Council stay enforcement of RLH 23-50 for 180-days and allow for the property's rehabilitation, or razing and removal; Now, Therefore, Be It,

RESOLVED, that the Saint Paul City Council hereby stays the stay of enforcement of RLH RR 23-50; And Be It Further,

RESOLVED, that at the conclusion of the 180-day grant of time, the Council will receive a report from the Legislative Hearing Officer with findings on the status of the nuisance abatement; And Be It Further

RESOLVED, that a Legislative Hearing is scheduled for August 13, 2024 at which owners, interested parties and Department of Safety and Inspection staff will present information on the current building conditions and progress toward abatement of the dangerous/nuisance conditions and the resulting findings will be presented to the City Council at a public hearing on August 28, 2024 for its consideration; And, Be It Further
