Stated Reason for Appeal (if given): Property owner stated that their quarterly invoice is usually around $106.00. Therefore they do not understand why the assessed amount for Q4 2022 is $202.82.

Staff Comments: Hauler records show that the charges for services from 8/3/2022 - 9/30/2022 were added to the Quarter 4 2022 invoice. This was due to the fact that the property owner called in August to set up service for the property. However, since haulers are unable to collect for services provided during a prior service period, staff recommends reducing the assessment to $106.08, which is the base cost for a 96-gal cart.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2022. (File No. CG2301A3, Assessment No. 230107) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $202.82 to $106.81.
