Title

Accepting Metropolitan Council and the Department of Employment and Economic Development grants, amending the 2021 City budget upon acceptance of said grant: and approving and authorizing execution of a grant agreement and other necessary documents.

 

Body

WHEREAS, the Department of Planning and Economic Development applied for and has received grant funding from the Metropolitan Council’s Livable Communities Tax Base Revitalization Account Grant, Livable Communities Demonstration Account Pre-Development Grant, and Livable Communities Transit Oriented Pre-Development Grant as reflected in RES 21-606, RES 21-618 and RES 21-718; and

 

WHEREAS, the Metropolitan Council approved the following grant applications (the “MC Projects”):

 

"      Transit-Oriented Development Account Pre-Development grant of $52,500.00 for 990 Payne Avenue

"       Livable Communities Demonstration Account Pre-Development grant of $150,000.00 for ReConnect Rondo (Rondo Restorative Development Overlay District);

"       Livable Communities Act Tax Base Revitalization Account grants of $37,400.00 for 1490 7th Street East, $174,600.00 for 1222 University Avenue, $20,800.00 for 694 Minnehaha Avenue and $38,400.00 for 375 Selby Avenue (YWCA Expansion); and

 

WHEREAS, the Department of Planning and Economic Development applied for and has received grant funding from the Department of Employment and Economic Development Contamination Cleanup and Investigation grant as reflected in RES 21-584; and

 

WHEREAS, the Department of Employment and Economic Development approved the following grant applications (The “DEED Projects”):

 

"      Contamination Cleanup and Investigation grants of $81,117.00 for The Hollows (520 Payne Avenue), and $1,392,178.00 for Farwell Yards (102 and 150 West Water Street and 75 Bidwell Street); and 

 

WHEREAS, to complete the MC and DEED Projects, the City of Saint Paul must enter into grant agreement and other related documents with the State of Minnesota (collectively the “Grant Agreements”); and

 

WHEREAS, the Grant Agreements may require the City to defend and indemnify the Metropolitan Council or the Department of Employment and Economic Development as a condition of receiving the grant funds; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that upon acceptance of the grants there are available for appropriation revenues in excess of those estimated in the 2021 budget and recommends the changes to the 2021 budget identified on the attached Financial Analysis; and

 

WHEREAS, a public hearing on this resolution was held before the City Council on the date of the resolution and the Saint Paul City Council finds a public purpose for the actions taken in this resolution; now, therefore, be it

 

RESOLVED, that the City of Saint Paul, through the Saint Paul City Council, hereby:

1.                     Accepts the grants from Metropolitan Council and the Department of Employment and Economic Development and approves the MC and DEED Projects for the purposes of described in the State Grant Documents.

2.                     Approves the changes to the 2021 budget as identified in the attached Financial Analysis.

3.                     Approves the Grant Agreements, which include indemnification and hold harmless obligations, and such other agreements necessary to carry out the MC and DEED Projects and this Resolution and authorizes the Mayor/Deputy Mayor, the Director of the Office of Financial Services, and the Director of Planning and Economic Development to execute the same on behalf of the City.

4.                     Authorizes City staff and legal counsel for the City to take all actions necessary to implement this Resolution and authorizes the City’s Director of Department of Planning and Economic Development to execute documents, consents, and instruments in connection therewith.
