Stated Reason for Appeal (if given): I have ignored by the City Council person, Ward 1, supposed to be a person speaking for the people and he’s not and so at that point, my address is 755 Minnehaha with the garbage going on in the City of St Paul and, and the hauler company and for them keep falsely using my name and sending me false bills when I am going up there to the City Council person ignore me. He is not representing that person, period. I believe his name is Pao Thao. He has not represented any black people I know of because what now I have to go to court for the judge to make a decision with what they did to me. And that is completely wrong! Making a false bills and threatening me and using my name (inaudible) taking people to slavery now these days and that is what they are doing. But I will be going to court with this, what they’re doing to me because I am nobody’s slave. First of all, the bill is false! (Inaudible) bills so I have a right to know and they said I don’t have a right to know and I am going to prove of all of them I have the right to know according to the law! And equal protection and due process and the ability of my rights to telling me to know what they’re doing to me! And I will know for a fact when I am in front of the judge they will have to explain it to me! Why do they think I have no right? Because I am black! Because of the color of my skin? Why do they think I don’t have a right not to know nothing.
Staff Comments: Under citywide garbage service, all residential properties with up to four units, including rental homes and town homes, are required to have a garbage cart and receive garbage service for each dwelling unit. Property owners must provide garbage service for all occupied dwellings. There is no option to opt out of the citywide garbage service. The property owner is responsible for paying the outstanding charge, as garbage service was provided for two 35-gal carts with every other week service from April - June 2020. Staff recommends approving the assessments. We would also like to note that property owner is currently signed up for the lowest level of service.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during April to June 2020. (File No. CG2003C1, Assessment No. 200147) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
