Stated Reason for Appeal (if given): The property owner feels unfairly treated by the assessment system and feels the matter needs to go before a judge, and not the hearings process with the City of Saint Paul.

Staff Comments: Per city policy, property owner must attend a legislative hearing before contesting the assessment at a public hearing. Staff therefore recommends approving the assessment.
