TITLE

Authorizing the City of Saint Paul to apply to the Minnesota Department of Employment and Economic Development for Contamination Cleanup Grant funding for the 337 West 7th Street Project.

BODY

WHEREAS, the City of Saint Paul desires to act as the legal sponsor for the 337 West 7th Street project (the “Project”) contained in the Contamination Cleanup Grant Program application to be submitted on November 2, 2020, to the Department of Employment and Economic Development for Project funding ; and

WHEREAS, the City of Saint Paul has the legal authority to apply for financial assistance for the Project, and the institutional, managerial, and financial capability to ensure adequate Project administration; and

WHEREAS, the sources and amounts of the local match identified in the application are committed to the Project identified; and

WHEREAS, the City of Saint Paul is located within the seven-county metropolitan area defined in section 473.121, subdivision 2, and is participating in the local housing incentives program under section 473.254; and

WHEREAS, the City of Saint Paul has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; now, therefore, be it

RESOLVED, by the Saint Paul City Council that:

1.                     The City approves and authorizes the Contamination Cleanup grant application to be submitted to the Department of Employment and Economic Development on November 2, 2020 for the Project;

2.                     Upon approval of its application by the state, the City may enter into agreement with the State of Minnesota for the Project and hereby certifies that it will comply with all applicable laws and regulation as stated in all contract and agreements; and

3.                     The Mayor, City Clerk, and other proper City Officials are hereby authorized to execute such agreements as are necessary to implement the Project.
