Imposing a service charge in the Saint Paul Downtown Special Service District pursuant to Minnesota Statutes Chapter 428A.
Body
WHEREAS, The City Of Saint Paul ("City") is authorized under Minnesota Statutes, Sections 428A.01 to 428A.101 ("the Act") to establish by ordinance a "special service district" within which special services are rendered and the costs of the special services are paid from revenues collected from service charges imposed within that area; and
WHEREAS, the Council has established by ordinance (the "Enabling Ordinance") a Downtown Special Service District (the "District") in order to facilitate the provision within the District of certain Special Services as that term is defined in the Enabling Ordinance; and
WHEREAS, in accordance with Section 428A.08 of the Act, owners of at least 25 percent of the land area of property that would be subject to service charges in the District, and at least 25 percent of the individuals and business organizations subject to a service charge imposed on a basis other than tax capacity filed "Petition[s] to Establish the Saint Paul Special Service District" with the City Clerk; and
WHEREAS, the Council has on September 16, 2020 conducted public hearings, duly noticed in accordance with the Act, regarding establishment of the District and the proposed annual service charge; now, therefore, be it
RESOLVED, that the proposed service charge calculation summary, as provided in Exhibit A, attached hereto, and the proposed service charges for each affected property for calendar year 2021, as provided in Exhibit B attached hereto, in the proposed total amount of $610,716, as provided for in City of Saint Paul Ordinance No. 20-31, and as on file in the Office of the City Clerk, are hereby approved for the District; and
BE IT FURTHER RESOLVED that the City Clerk, through the City’s Financial Services Real Estate Section, is hereby directed to transmit certified copies of said lists of service charge...
