Stated Reason for Appeal (if given): I have contacted this company THREE times on this matter, explaining that the house on 870 Lafond is empty, waiting to be put up sale. It has been empty since October 2019.

Staff Comments: Hauler confirmed that the property did call three times since January 1, 2020. The first phone call was on 01/09/2020 to update the billing address. The second phone call was on March 3, 2020 to cancel service. Following the call on March 3, 2020, the billing coordinator did attempt to contact the property owner but did not receive a call back. The third and final phone call was placed on April 22, 2020 by the property owner to cancel service. Following the call, Republic Services cancelled service effective April 30, 2020. As service was cancelled after Quarter 1 2020, staff recommends approving the assessment for Quarter 1 2020.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002E3, Assessment No. 200138) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $77.36 to $38.68.
