Stated Reason for Appeal (if given): Since this began to be City of St. Paul trash collection issue they’ve been harassing me a lot of times. So marcia Moermond, I make it clear to her, I am no longer a slave of hers. All they’re doing, harassing me and threatening me for service have not been provided to me. The City Council, when I went up there, they treat me like a slave. They don’t have to listen to me but, you know, I know my rights. That’s the whole point of it, and I know my rights. They cannot put their knee on my neck. I could not breathe. I’m not going to let them do that to me. That’s a fact. Because the service has not been provided to me, they have not been providing the services, and they cannot be charging me, or they treat me like a slave. They wanted to treat me like a slave, that’s what they’re doing when they doing to me. Those bills, I guarantee you City Council person who’s Ward 1 who pretty much ignore me too, that would hurt in court, and I have evidence to present in court that kind of harassment, that kind of treatment that you’re giving to people, seem to think that you’re above the law. Service have not been provided to me, so I’m (unintelligible) in my knowledge and under the law I have right to know what service provided to me, what I’m charging for the service, when my (?) is supposed to be picked up. That was not provided to me because they found out that I don’t have no rights. They figured out very closely I don’t have no rights. That’s why they’re doing what they’re doing. No black person have no rights because you think you’re above the law. The fact is, I have the right to know. That’s the whole point of it. Service was not provided to me; you cannot get paid. That’s the bottom line. I am not a slave of yours and I will never be a slave of yours, and ta the way exactly how you’re treating me. Especially the Marcia Moermond, which I make it clear to her, the way she talk to me, she tried to make a show that she’s bullying me around. She made sure that she wants somehow to punish me because I speaking out. Too bad. That’s what the law is. When people seem to think they’re above the law, the law is speaking up for themselves. At that point they are not getting paid. Those harassment, hopefully they pay me for harassing me for the whole time and ignore me and treat me like a slave and bill me for service they have not been provided to me.

Staff Comments: Under citywide garbage service, all residential properties with up to four units, including rental homes and townhomes, are required to have a garbage cart and receive garbage service for each dwelling unit. Property owners must provide garbage service for all occupied dwellings. There is no option to opt out of the citywide garbage service. The property owner is responsible for paying the outstanding charge, as garbage service was provided for one 35-gal cart with every other week service and one 64-gal cart from January - March 2020.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002C3, Assessment No. 200130) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
