Title

Authorizing the City of Saint Paul to apply to Minnesota Department of Employment and Economic Development Contamination Cleanup Grant funding for the 1105 and 1109 Hazel Street North Assisted Living (and the 1845 University Avenue West Apartments ) project(s).

BODY

WHEREAS, the City of Saint Paul act as the legal sponsor for the projects, N 1105 and 1109 Hazel Street North and 1845 University Avenue West, contained in the Contamination Cleanup Grant Program applications to be submitted on May 1, 2020, and that Mayor and City Clerk are hereby authorized to apply to the Department of Employment and Economic Development for funding of these projects on behalf of City of Saint Paul; and

WHEREAS, the City of Saint Paul has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and

WHEREAS, the sources and amounts of the local match identified in the application are committed to the projects identified; and

WHEREAS, the City of Saint Paul is located within the seven county metropolitan area defined in section 473.121, subdivision 2, and is participating in the local housing incentives program under section 473.254; and

WHEREAS, the City of Saint Paul has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and

WHEREAS, that upon approval of its application by the state, the City of Saint Paul may enter into an agreement with the State of Minnesota for the above referenced projects, and that the City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all contract agreements.

NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute such agreements as are necessary to implement the projects on behalf of the applicant; and

BE IT FURTHER RESOLVED that the City of Saint Paul has approved the Contamination Cleanup grant application submitted to the Department of Employment and Economic Development on May 1, 2020, by the City of Saint Paul for the 1105 and 1109 Hazel Street North Assisted Living and 1845 University Avenue West Apartments sites.
