Establishing a financing and spending plan in the Department of Parks and Recreation in the amount of $49,284 for STAR Grant funds received for security camera installation for the China Garden Pavilion in Phalen Regional Park.

Body
WHEREAS, on February 13, 2019, the Neighborhood STAR board reviewed a proposal from the Saint Paul Parks Conservancy in partnership with Saint Paul Parks and Recreation for STAR grant financing through the Ward 6 Year-Round STAR Program for security camera installation for the China Garden Pavilion in Phalen Regional Park; and

WHEREAS, the Saint Paul Parks Conservancy was granted $49,284 for the China Friendship Garden security camera project; and

WHEREAS, due to the proposal being of substantial community significance, a waiver to the Neighborhood STAR Guideline requiring a $1 for $1 private match is being recommended; and


WHEREAS, the Saint Paul Parks Conservancy wishes to transfer responsibility for the implementation of the project and other responsibilities under the grant to Saint Paul Parks and Recreation; and

WHEREAS, this project will positively impact Phalen Regional Park and the City of Saint Paul with added security for this sister city gift of the replica of Changsha’s famous Xiang Jiang Pavilion; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $49,284 in grant funding through the Ward 6 Neighborhood STAR Year-Round Program; and

WHEREAS, the Department of Parks and Recreation agrees to accept said responsibilities of the grant and manage and administer said funds for the China Garden Pavilion security camera project; and

WHEREAS, it is the desire of Parks and Recreation to amend the financing and spending budget for the project in the amount of $49,284; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appro...
