Stated Reason for Appeal (if given): The assessment is for service not provided - I am charged for 3 cans & use only 1 can.  This is in response to your notice of assessment  Please consider this @ your 7/11/19 hearing.

Staff Comments: Property owner is unable to come to the hearing, but would like his statement read out loud. This property is a triplex. It was delivered 1 Large 96-gallon cart and 2 Medium 64-gallon carts on 9/8/8, prior to the start of citywide garbage service. The property owner states that he is only using one of the garbage carts at the property for his three units. The other two carts have remained unused. Citywide garbage service requires a garbage cart for every occupied unit. The property owner is responsible for paying this delinquent charge.



WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2019. (File No. CG1902A1, Assessment No. 190101) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and


WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and


WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It


RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
