Stated Reason for Appeal (if given): Property is currently unoccupied.  When the resident does move back in to one of the units he believes does not need garbage service as he brings anything that he would generate to his work.

Staff Comments: The City received notice that one of the units was vacant on 11/16/18. Because the City did not receive notice of a vacancy prior to 11/16/18, the property owner was responsible for paying for garbage service from 10/31/18 - 11/16/18 for one of the units. The delinquent amount of $147.45 includes service for 1 64-gallon Medium cart and partial service for the other 64-gallon Medium cart from 10/31/18 - 11/16/18.

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Trash Hauling during Collection of Delinquent Garbage Bills for services during October to December 2018 (File No. CG1901C4, Assessment No. 190063) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
