Approving the application submitted by Janna Severance, General Counsel for Presbyterian Homes and Services for an exception to the general hours of operation for pedestrian Skyway Bridge #47 and the portion of the World Trade Center Ramp which connects to Skyway Bridge #47.

WHEREAS, Janna Severance, General Counsel for Presbyterian Homes and Services has submitted an application for an exception to the general hours of operation for the pedestrian skyway system; and
WHEREAS, Presbyterian Homes and Services owns Central Towers which is located at 20 East Exchange Street; and
WHEREAS, The World Trade Center Ramp (“Ramp”) is located at 477 Cedar Street and is owned by the City of Saint Paul, Housing and Redevelopment Authority (HRA) and managed by Allied Parking, Inc.; and
WHEREAS, that application requests that the hours of operation for Skyway Bridge #47 and the portion of the Ramp which connects the Ramp to Skyway Bridge #47 be reduced to zero; and
WHEREAS, the portion of the Ramp and Skyway Bridge #47 which connect to Central Towers have no additional points of public ingress or egress and only service Central Towers Residents; and
WHEREAS, Allied Parking, the responsible party at the Ramp, has submitted a letter of support on behalf of the request of Presbyterian Homes and Services; and
WHERAS, The Greater Saint Paul Building Owners & Managers Association (BOMA) has submitted a letter of support on behalf of the request of Presbyterian Homes and Services; and
WHEREAS, the Skyway Advisory Committee considered this application and on May 25, 2018 voted to support the request of Presbyterian Homes and Services; and
WHEREAS, It is understood by Presbyterian Homes and Services and the HRA that the Council may reconsider this exception to the general hours if there is future expansion of the skyway system through Central Towers or other changes in circumstances; and
