Updating and Simplifying Residential Permit Parking Program

 

WHEREAS, Public Works has managed the Residential Permit Parking Program over the years through Chapter 164 of the Saint Paul Legislative Code which guides the formation and maintenance of residential permit parking areas; and

 

WHEREAS, the City Council desires to officially repeal all individual permit parking resolutions for each area to create one master resolution for all residential permit parking areas to consolidate the existing resolutions and makes consistent permit types and permit limits across all  permit areas;

 

NOW, THEREFORE, BE IT RESOLVED, that the following resolutions are no longer in force and effect:

AND, BE IT RESOLVED that the following permit regulations shall be in effect for all residential permit parking areas, replacing all previous resolutions:

 

1.                     Three vehicle permits and two visitor permits will be made available to each household, except where limited elsewhere.

 

2.                     20 hang tags to be used for special events will be made available to each household on a monthly basis. No special event permits will be issued or considered to be valid during the State Fair in Area 29.

 

3.                     Two visitor permits will be made available to nonresident owners.

 

4.                     Churches and nonprofits within residential permit parking areas will be able to purchase visitor placards for $1 each.

 

5.                     No permits will be available to owners or employees of commercial or office buildings.

 

6.                     Vehicle and visitor permits will be $15 each. A fee of $15 will be charged to replace lost permits and a fee of $1 will be charged to replace permits for new vehicles.

 

7.                     Hang tags will be $1 each.

 

8.                     Vehicle and visitor permits will be prorated to $7 each after May 1st of that year, except for Area 29.

AND, BE IT RESOLVED that starting with permit renewals in the 2019 permit season the permit fees will be as follows:

 

1.                     Churches and nonprofits within residential permit parking areas will be able to purchase visitor placards for $5 each.

2.                     Vehicle and visitor permits will be $25 each. A fee of $215 will be charged to replace lost permits and a fee of $10 will be charged to replace permits for new vehicles.

3.                     Hang tags will be $3 each.

4.                     Vehicle and visitor permits will be no longer be offered at prorated prices.

 

AND, BE IT RESOLVED, that the following parking regulations shall be in effect in residential areas, as defined in the attached spreadsheet and in the attached maps, replacing all previous resolutions:

 

AND, BE IT RESOLVED that the Council requests that the City’s Innovation Team immediately convene a working group of City staff from the Public Works Department, the Police Department, the Office of Technology and Communications and the City Attorney’s Office to vet and plan for permit parking enforcement using license plate reader technology to begin in September 2019 in conjunction with the new online permit renewal system;

 

AND, BE IT FURTHER RESOLVED, that the Council requests that in conjunction with the work related to license plate reader technology, the Police Department increase capacity of Parking Enforcement Officers, as well as the efficiency of their deployment;

 

AND, BE IT FURTHER RESOLVED, that that the City Council imposes a moratorium on further modifications to Area 7 until a parking study of the area has been completed;

 

AND, BE IT FINALLY RESOLVED, that these parking regulations shall be in effect and enforced 30 days after City Council approval or as soon as signs are erected.
