Authorizing the Department of Parks and Recreation to enter into an agreement with Red River Kitchen Woodbury, LLC for the management of City House located at 258 Mill Street.
Body
WHEREAS, the Saint Paul Housing and Redevelopment Authority (“HRA”) is the owner of City House, a restored grain terminal; and
WHEREAS, pursuant to a Memorandum of Understanding dated December 2008, the Department of Parks and Recreation is authorized to operate and maintain City House; and
WHEREAS, Red River Kitchen operated City House during the 2016 and 2017 seasons and the Department believes that it is a welcome amenity to neighbors and the community; and
WHEREAS, the Department of Parks and Recreation and Red River Kitchen have agreed to a Management Agreement which has an initial term of five years, will require commission payments, investment in the facility, and contains performance metrics which the Manager must meet before the City agrees to a renewal term as well as termination provisions in the event the Manager does not meet the Agreement requirements; and
WHEREAS, Saint Paul Administrative Code §86.01(d) requires that any management agreement for park lands or recreation facilities which will be for a period of more than one (1) year be approved by the city council following a public hearing before the Saint Paul Parks and Recreation Commission; and
WHEREAS, the Commission had a public hearing on the proposed Management Agreement and recommends its approval; now, therefore, be it
RESOLVED, that the Saint Paul City Council finds that the public will benefit from the services to be performed under the Agreement and authorizes the appropriate City officials to enter into the attached Management Agreement between the City of Saint Paul, Department of Parks and Recreation and Red River Kitchen Woodbury, LLC.
