Approving an amendment to the City Hall/Court House Management Agreement to permit the City to lease a portion of its space to the St. Paul Intervention Project.

Body
WHEREAS, the City of Saint Paul ("City") and the County of Ramsey ("County") are joint fee owners of the Saint Paul City Hall/Ramsey County Court House (the “CH/CH”); and

WHEREAS, On March 15, 1988, the City and County executed an agreement for the management and maintenance of the CH/CH by the County for a period of twenty-five years, and on March 16, 2013 executed a renewal of said agreement for an additional twenty-five years (the “CH/CH Agreement”); and

WHEREAS, in 2008 the City authorized a lease agreement with the Saint Paul Intervention Project on behalf of the Partnership for Domestic Abuse Services/Bridges to Safety Program ("PDAS/BTS"), to create a comprehensive, centrally located domestic abuse service center in the city of Saint Paul where victims, including children, have access to protection, culturally relevant services and support from the criminal and civil justice system, advocacy, legal aid and social services providers; and

WHEREAS, the Saint Paul Intervention Project committed funds to the renovation of city space within Room 140 CHl/CH to house the domestic abuse service center, and the City has provided said space at nominal rent to the Saint Paul Intervention Project; and

WHEREAS, the provision of this space by the City serves a public purpose by offering an efficient and effective way for victims to access the multiple services necessary to support them in times of domestic violence, and furthers the goals of creating safer families and reducing violence in the community; and

WHEREAS, the City is committed to continuing its support of the work of the PDAS/BTS by renewing said lease agreement, but prior to renewal the City and County mutually desire to amend the CH/CH Agreement, which currently prohibits either City or County from subleasing any part of its...
