Title

Appeal of Inho Chang to 3 orders for Vacant Building Registration Notice, Corrected Notice of Condemnation-Unfit for Human Habitation-Order to Vacate, and Summary Abatement Order at 606 LAFOND AVENUE.

 

Date/Time of 1st LH:  June 7, 2016, 2:30 p.m.

Purpose of Appeal:  The items subject to repairs could have been correction order, not condemnation.  The property damages were made by tenants whom I evicted on May 17th, and I just got the property back.  I have not had chances to take care of the properties.

Date of Order(s) Under Appeal:  May 25, May 20, May 24 respectively

Inspector/Key Staff:  Mike Kalis (vacant building & SAO), Laura Huseby (condemnation)

Legislative Hearing Staff Comments:  Staff found current Summary Abatement Order after appellant left the office. This was added to the appeal. 

 

Body

WHEREAS, in the matter of Appeal of Inho Chang to 3 orders for Vacant Building Registration Notice, Corrected Notice of Condemnation-Unfit for Human Habitation-Order to Vacate, and Summary Abatement Order at 606 Lafond Avenue, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;

 

WHEREAS, the Legislative Hearing Officer recommends that the City Council 1) grant the appeal on the Condemnation and the Order to Vacate conditioned upon the upper tenants not disabling the smoke detectors; 2) grant the appeal on the vacant building registration; 3) grant until June 29, 2016 to have the material under the tarp cleaned out; 4) grant the appeal for Item 19 (attend landlord 101 class), as it has been abated; 5) note, the remaining items will be sent as a Correction Order with a compliance date of July 8th; Now, Therefore, Be It

 

RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
