Adopting the District 10 Como Community Plan as an addendum to the Saint Paul Comprehensive Plan.
Body
WHEREAS, the District 10 Como Community Plan was created by the District 10 Como Community Council (D10) and neighborhood residents and adopted by the D10 Board of Directors; and
WHEREAS, the District 10 Como Community Plan outlines priorities and guiding policies for the District 10 Como Community neighborhood in the areas of housing and land use, parks and recreation, transportation, environment, and business; and
WHEREAS, on September 10, 2015, the Saint Paul Heritage Preservation Commission recommended adoption of the District 10 Como Community Plan subject to certain modifications; and
WHEREAS, on October 2, 2015, the Saint Paul Planning Commission released the plan for public comment and scheduled a public hearing before the commission for November 13, 2015; and
WHEREAS, notice of the public hearing was duly provided through the Early Notification System; and
WHEREAS, the Saint Paul Planning Commission held a public hearing on the District 10 Como Community Plan on November 13th, 2015; and
WHEREAS, the Neighborhood Planning Committee of the Saint Paul Planning Commission reviewed public testimony and the recommendation of the Saint Paul Heritage Preservation Commission and in a November 20, 2015 memorandum recommended adoption of the District 10 Como Community Plan as amended to reflect the testimony and recommendations; and
WHEREAS, the Saint Paul Planning Commission is authorized under Minnesota Statutes Section 462.355(2) and Chapter 107 of the Saint Paul Administrative Code to recommend to the Mayor and City Council amendments to the comprehensive plan; and
WHEREAS, the Saint Paul Planning Commission found the District 10 Como Community Plan to be consistent with the Saint Paul Comprehensive Plan and on December 4th, 2015, by its unanimous Resolution 15-80 recommended adoption by the Saint Paul City Council of the District 10 Como Community Plan as an addendum to the Saint Paul Comprehensive Plan; and
WHEREAS, a public hearing before the City Council at which all interested parties were given an opportunity to be heard has been duly noticed and conducted; and
WHEREAS, the City Council has considered all testimony and recommendations concerning the District 10 Como Community Plan as an addendum to the Saint Paul Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby adopts the District 10 Como Community Plan as an addendum to the Saint Paul Comprehensive Plan, subject to review and approval by the Metropolitan Council.
