WHEREAS, the Saint Paul City Council in Council File RES 15-2 accepted the Report of Completion for Vacant Building Fees billed during the time period of November 5, 2013 to September 19, 2014; and

WHEREAS, the City Council's Legislative Hearing Officer has reviewed the assessment roll, considered appeals of affected property owners and developed recommendations for City Council with respect to those assessments; and

WHEREAS, the City Council held a public hearing on March 18, 2015 to consider ratification of the assessment roll; and

WHEREAS, the City Council considered and found satisfactory the assessment of benefits, costs and expenses for the services provided; now, therefore be it

RESOLVED, that, pursuant to Chapter 14 of the City Charter, the assessments are hereby in all respects ratified with the exception of the following amendments which will be considered separately:

RLH TA 15-96:  361 Bates Avenue;

RLH TA 15-101:  4 Belvidere Street West;

RLH TA 15-120:  764 Concord Street;

RLH TA 15-93:  561 Edmund Avenue;

RLH TA 15-72:  226 Grotto Street North;

RLH TA 15-89:  362 Jenks Avenue;

RLH TA 15-95:  1026 Lawson Avenue East;

RLH TA 15-94:  1899 Marshall Avenue;

RLH TA 15-92:  341 Ramsey Street, Unit A;

RLH TA 15-103:  758 Sixth Street East;

RLH TA 15-6:  370 University Avenue West.

RLH TA 15-111:  426 Vance Street;

RLH TA 15-91:  343 Winifred Street East;

RLH TA 15-XX:  693 Desoto Street - delete for separate consideration, referring the assessment back to Legislative Hearing on April 7, 2015 and City Council Public Hearing on April 15, 2015; and be it further

RESOLVED, that the assessments be payable in one (1) installment, unless specified by the Legislative Hearing Officer's recommended amendments.
