Purpose of Appeal
Thank you for you continued assistance in making our homes and offices safe. We have obtained a copy and read MSFC 506.1, relative to key lock boxes.
 
We noted the code applied to, "access to or within a structure or an area restricted because of secured openings or where immediate access is necessary for life saving or fire fighting purpose, the fire code official is authorized to require a key lock box to be installed in an appropriate location". This house does not have any restrictions which would prevent, "immediate access for life saving or firefighting purposes". This house is no different than 99% of all houses in St. Paul, non of which have key lock boxes. There is no restriction to access of this house on 952 Grand Avenue.
 
A lock box will not reduce the time for firegihters to get into the house. I request you simply breakdown the door or window instead of having a lock box, which would seem to invite criminal element to try and break the lock box to access the key to this house.
 
Thank you for your consideration in this matter. This appeal is to allow us to occupy this house with no concern of any criminal element, as we have for almost 10 years now.

WHEREAS, in the matter of Appeal of Joe Crosby to a Fire Inspection Correction Notice at 952 GRAND AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal and grant an extension until September 1, 2014 to install a lockbox; Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
