Amending Legislative Code Chapter 64.750 pertaining to the Highland Village Special Sign District.

STATEMENT OF FINDINGS BY THE COUNCIL
WHEREAS, the Highland Village Special District Sign Plan was originally adopted in 1985 under the provisions of Leg. Code § 64.601 for special district sign plans; and
WHEREAS, the Highland District Council and Highland Business Association, in 2012, proposed amendments to the Highland Village Special District Sign Plan; and
WHEREAS, Leg. Code § 64.601 requires changes to special district sign plans to be approved by City Council resolution, after review and recommendation by the Planning Commission, and after public hearings before both the Planning Commission and the City Council; and
WHEREAS, on December 14, 2012, the Planning Commission duly conducted a public hearing on the amendments proposed for the Highland Village Special District Sign Plan where all interested parties were afforded an opportunity to be heard; and
WHEREAS, based upon the testimony and recommendations received during the December 14, 2012 public hearing, staff subsequently prepared revised draft amendments for the Highland Village Special District Sign Plan and, in a memorandum dated February 13, 2013, the Planning Commission's Comprehensive Planning Committee submitted these revised draft amendments to the Commission for action along with the memorandum and its rationale for making the proposed amendments,; and
WHEREAS, on February 22, 2013, the Planning Commission reviewed and duly moved to forward the proposed amendments to the Highland Village Special District Sign Plan, together with the accompanying memorandum, to the City Council for the purpose of conducting the required public hearing on the proposed changes to the Highland Village Special District Sign Plan; and
WHEREAS, the City Council, having duly conducted a public hearing on November 20, 2013 at which all interested parties were given an opportunity to be heard, ...
