Granting municipal consent for the Minnesota Department of Transportation's I-35E/Cayuga Project (S.P. 6280-308).

Body
WHEREAS, the Minnesota Department of Transportation (MnDOT) plans to reconstruct I-35E from just south of University Avenue to north of Maryland Avenue (including bridges), construct a new full interchange at Cayuga Street and reconstruct portions of Pennsylvania Avenue, Phalen Boulevard, Mississippi Street, L'Orient Street, York Avenue, Terrace Court and Cayuga Street as necessary with work to begin in 2013; and

WHEREAS, the I-35E Cayuga project was developed concurrently with the City's Phalen Boulevard Corridor project, the two projects share the same environmental document and record of decision, and the submitted layout accurately represents the preferred alternative approved by the City; and

WHEREAS, the I-35E Cayuga project is designed to accommodate the addition of MnPASS lanes in the 35E corridor to reduce current and future congestion by meeting the corridors future travel demands by moving more people through the corridor, not just more vehicles; and

WHEREAS, the I-35E Cayuga project connects and extends the regional Gateway Trail from it's current terminus at Cayuga Street south to University Avenue at Twelfth Street, extends and connect the Vento Trail along both Cayuga Street and Phalen Boulevard to the Gateway Trail and within it's project limits constructs the beginnings of two future trails planned to the be constructed by the City, East Extension of Pierce Butler and a Ninth Street bridge access into the Downtown; and

WHEREAS, the city will conduct a test of the benefits of utilizing the color green for the two regional trail (Gateway and Vento) street crossing at the intersection of Cayuga Street and L'Orient/West Ramp to I-35E., using the two similar trail street crossings at the intersection of Pennsylvania Avenue and L'Orient Street as a control; and
