First Making finding on the appealed substantial abatement ordered for 887 CHARLES AVENUE in Council File RLH RR 24-17. (Nuisance is abated)

WHEREAS, the City Council adopted RLH RR 24-17 on December 11, 2024 which granted 180 days to repair the structure, correct all of the deficiencies listed in the Order to Abate Nuisance Building and the Code Compliance Report at 887 Charles Avenue; and

 

WHEREAS, the Legislative Hearing Officer reviewed this case on June 10, 2025 to determine if the owner and/or responsible party abated the nuisance conditions and found these conditions forthcoming partially abated; and

 

WHEREAS, the Legislative Hearing Officer recommends that the City Council forfeit $1,000 of the $5,000 performance deposit and refer the matter to Legislative Hearing July 15, 2025 for follow-up; and

 

WHEREAS, on September 30, 2025, the Legislative Hearing Officer review this case again and found these conditions were abated and the $1,000 of the $5,000 performance deposit is not forfeited and recommends the return of the $5,000 performance deposit, therefore, be it

 

RESOLVED, that the Saint Paul City Council adopts the finding of the legislative hearing officer that the nuisance condition is abated and the matter resolved forthcoming partially abated, the $1,000 of the $5,000 performance deposit is forfeit and the matter is referred to Legislative Hearing July 15, 2025.
