Purpose of Appeal
Premises occupied by son of owner - not rental. Son is in his 20's, occupation: photograph (low income)
Remove unapproved locks on interior door - Locks are on doors on rooms unaccessible to son to ensure privacy of my personal files. No one sleeps in these rooms.
Replace guardrail & handrail - Guardrail & handrail are on only one side of the steps & guardrail is "western" style with wider slats.
My son has been in this home since he was in grade school. There are not any children in this home. This seems an unnecessary personal expense. There are many similar rails on homes built in 1983. It might be different if this was rental, but this is a direct family member, and the cost is solely mine on a home where the mortgage is greater than sale value.

WHEREAS, in the matter of the appeal of Kathleen M. Henderson to a Fire Certificate of Occupancy Inspection Correction Notice at 885 MARION STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal on the exterior painting and grant an extension to October 1, 2011 (Item 1); grant the appeals on the guardrail and handrail (Items 2 and 3); and grant the appeal on the carbon monoxide test (Item 9); Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
