Appeal of Zoe Zhi, American Medical Research, to a Vacant Building Registration Notice at 1082 EUCLID STREET.
Date/Time of 1st LH: Tuesday, August 9, 2022, teleconference between 1:00 p.m. and 3:00 p.m.
Purpose of Appeal: The owner has been trying to evict the tenants since Feb. 2022. After 4 court hearings, the tenants are still in the house. The next trial is scheduled to be 8/19. The tenants have not cooperated with City inspections, but the court referee Katheryn Bergstrom has given the tenants excuses to stay in the home for months. We know the building is not vacant; therefore, should not pay the VB fee. We would love to take over the property if the court allows us to.

WHEREAS, in the matter of the Appeal of Zoe Zhi to a Vacant Building Registration Notice at 1082 EUCLID STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council waive the vacant building fee to October 1, 2022 and property must have Fire Certificate of Occupancy reinstated by October 1, 2022 or will remain a Category 1 Vacant Building; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
