Approving assessment costs and setting date of City Council public hearing to ratify the assessments for the improvements on White Bear Avenue from I-94 to Beech Street. (File No. 19197, Assessment No. 165207)

WHEREAS, the Office of Financial Services Real Estate Section has prepared the attached Report of Completion of Assessment for the assessment of benefits, cost and expenses for constructing new bituminous surfaced street with concrete curb and gutter, concrete driveway aprons and outwalks, and boulevards landscaped with sod and trees. The lights were replaced with new lantern style street lighting systems as part of the project. New traffic signals constructed at the intersections with Old Hudson Road and Third Street. In addition, appropriate storm and sanitary sewer main repairs, lead water services in the right of way, and sanitary sewer service repairs at the request of property owners.
Also as part of the project, pedestrian ramps were updated to current ADA standards, with 2 separate ramps in line with the sidewalk in both directions, and truncated dome surfaces. Concrete sidewalks along White Bear Avenue replaced and widened where necessary.
In addition, Accessible Pedestrian Signals and Pedestrian Ramps were constructed at the intersections of White Bear Avenue and the I-94 ramps.
This was a Ramsey County project and was designed by them and they performed the construction administration. The majority of the project was also funded by Ramsey County.
