Appeal of Lorn Ross McDowell to a Vacant Building Registration Notice at 1219 FIFTH STREET EAST.
Date/Time of 1st LH: Tuesday, December 13, 2022, teleconference between 1:30 p.m. and 3:30 p.m.
Purpose of Appeal: I am currently working to make all required repairs. Having our home on the vacant property list will add a burden to us that will cost additional time, money, and resources to be removed from the list, thus displacing my family longer than is needed.

Legislative Hearing Staff Comments: Appellant says that he should have had 10 days to appeal the 11/29/22 order to vacate. / Appellant does not want to appeal the Summary Abatement Order dated 11-29-22, even though it would not be an additional cost. He said he is working with the inspector on that order. No waiver given by VB staff.

WHEREAS, in the matter of the Appeal of Lorn Ross McDowell to a Vacant Building Registration Notice at 1219 Fifth Street East, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal and release the property from the Vacant Building Program if the electrical permit is finaled by January 11, 2023 and the balance of orders to be converted to Correction orders and grant to June 1, 2023 for compliance; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
