Appeal of Mark Puchala II to a Summary Abatement Order at 2016 FREMONT AVENUE.

 

Date/Time of 1st LH:  Tuesday, March 3, 2026, teleconference between 11:00 a.m. and 1:00 p.m.

Purpose of Appeal: 

1) Squirrel feeder - It's not for them.

2) Brush Pile - It's been here 20+ years, multiple neighbors have it.

3) Branch Structure - It's to provide safety for birds.

4) Ground Bird Bath & branch structure - May I keep it in place to support a bush/vine installation?

Legislative Hearing Staff Comments:  Staff called Mr. Doree to see if it is okay to accept this late appeal. Mr. Doree said that he has not sent a work order yet, so an appeal is fine.

 

Body

WHEREAS, in the matter of the Appeal of Mark Puchala II to a Summary Abatement Order at 2016 FREMONT AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;

 

WHEREAS, the Legislative Hearing Officer recommends that the City Council 1) grant to April 3, 2026 for compliance with orders related to vehicle (parked on appropriate surface, properly licensed and operable with no flat tires), removal of all stakes and fencing from the yard and ROW; 2) grant to May 1, 2026 for compliance with removal of brush, logs, broken garbage cans, broken saw horses, broken pots, (Christmas) tree and other miscellaneous debris; and 3) grant to June 1, 2026 for orders related to TG&W and garage repairs. Nuisance is abated related to couch/furniture removal and ground feeding); Now, Therefore, Be It

 

RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
