Appeal of Franchesca Vann-Wickstrom to a Vacant Building Registration Notice and Summary Abatement Order at 705 DAYTON AVENUE.

 

Date/Time of 1st LH:  May 7, 2024 at 1:00pm

Purpose of Appeal:  The House is not vacant. I had to leave until my niece and her in-laws were all out of the house so I could return. I returned to the home being vandalized and destroyed.

Date of Order(s) Under Appeal:  April 4, 2024 and April 5, 2024

Legislative Hearing Staff Comments:  Spoke to the LHO who gave a deadline to appeal, appellant met this deadline.

 

Body

WHEREAS, in the matter of Appeal of Franchesca Vann-Wickstrom to a Vacant Building Registration Notice and Summary Abatement Order at 705 Dayton Avenue, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and

 

WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal and release the property from the Vacant Building Program and the property is no longer condemned with an order to vacate. Remaining orders converted to new Correction Order will be issued by Code Enforcement staff. The following deadlines apply to the June 5 Correction notice: 1) June 11th,  2024 deadline: items 1, 2, 3 & 4 (smoke, carbon monoxide installation, removing items blocking egress, and removal of feces & straw from garage) and 2) September 1, 2024: balance of all remaining items in the order (items 5 through 14); Now, Therefore, Be It

 

RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
