Authorizing the acceptance of funds for the Emergency Solutions Grant Program for HUD FY18 and approving the HUD FY18 Emergency Solutions Grant fund recipients.

WHEREAS, on January 12,1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program (“ESG”) funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development (“HUD”); and

WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the Mayor, the FY18 Community Development Block Grant, HOME, and Emergency Solutions Grant Programs (“2018 Programs”) as part of the 2018 Special Funds Budget; and

WHEREAS, by Resolution, the Council of the City of Saint Paul authorized the proper City officials to execute grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2018 Programs; and

WHEREAS, during the 2018 Budget Process, the Council of the City of Saint Paul approved the estimated financing for the 2018 ESG Program in the amount of $600,000; and

WHEREAS, on July 26, 2018, proper City officials executed the grant agreement between the U.S. Department of Housing and Urban Development and the City in the amount of $566,521 for the HUD FY18 Emergency Solutions Grant Program (“ESG Program”); and.

WHEREAS, during October 2018, the City of Saint Paul issued a Request for Proposals for the HUD FY18 ESG Year which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and

WHEREAS, the HUD FY18 Budget for the ESG funds received by the City from HUD is $566,521; and

WHEREAS, in accordance with the approved procedures, the Emergency Solutions Grant staff consulted with a Ramsey County Continuum of Care Committee to establish service priorities for the HUD FY18 ESG year and based upon re...
