Appeal of Ross Kigner to a Summary Abatement Order at 1143 CHURCHILL STREET.
Date/Time of 1st LH: Tuesday, October 5, 2021, teleconference between 11:00 a.m. to 1:00 p.m.
Purpose of Appeal: Cut shrubs back twice. Inspector wants them removed. We've had those shrubs & maintained the property for 50 years. Inspector is using power for no reason. Last time, he sent City workers to cut bushes. They were confused and thought bushes were in good order. They impede sidewalk at 5 ft. in the air. Not at ground level. They do not impact pedestrians.

Legislative Hearing Staff Comments: Staff was given permission to accept this later appeal from LH coordinator. Appellant said he was given 2 extensions from the inspector to cut the bushes. Appellant cut the bushes twice, and the inspector feels they should be cut even more.

WHEREAS, in the matter of the Appeal of Ross Kigner to a Summary Abatement Order at 1143 CHURCHILL STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant;
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant to October 28, 2021 for compliance with trimming of the overgrown bushes impeding the sidewalk; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
