Authorizing the Office of Neighborhood Safety to use fund balance, accumulated and unspent in 2023, to increase the financing and spending budgets in the Office of Neighborhood Safety Special Fund by $3,598,936. (Public hearing closed, laid over from June 5, 2024)

WHEREAS, the Office of Neighborhood Safety has identified critical and immediate program support needs for the City’s Community First Public Safety framework, and
WHEREAS, additional funding in the amount of $3,598,936 is required to purchase additional security technology, Neighborhood Safety Community Council grants, staffing Community Violence Intervention efforts, and fund Project PEACE evaluation; and
WHEREAS, there is adequate fund balance in the Office of Neighborhood Safety Special Fund budget to cover these costs; and
WHEREAS, the 2024 financing and spending plan needs to be amended to use these funds; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify that there are available appropriation total revenues in excess of those estimated in the budget, funds of $3,598,936 in the Office of Neighborhood Safety Special Fund; now therefore, be it
RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $3,598,936 is available for appropriation in the 2024 Office of Neighborhood Safety Special Fund account, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
