Purpose of Appeal: Me and my family are still living in the house. We have no where else to go. We will contact KaXiong and work on the problem to remove this house from Category 2 or 3.

Fire C of O Staff: it looks like this was determined to be vacant on 1016/18 orders. What was observed? Can you determine if this was empty as rented while a VB? -MM
Vacant Building Staff: Need a more precise report on your findings than the notes accessible in the file. Looks like on multiple occasions staff suspected building was occupied and there was a very long time period where there was no VB staff at property. -MM

WHEREAS, in the matter of the Appeal of Yeng Chang to a Vacant Building Registration and Code Compliance Requirement at 1639 BEECH STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
