Approving an amendment to the spending and financing budget for the Ford Site Redevelopment Capital project to reflect a grant from the Capitol Region Watershed District (CRWD), and acceptance of the CRWD grant, for stormwater management and enhancements including the Hidden Falls Headwater connection

WHEREAS, pursuant to Resolution No. RES 19-388, the City of Saint Paul approved the execution of a redevelopment agreement and related documents for the Ford Site Redevelopment Project (District 15, Ward 3), and approved a Capital Improvement Budget for the Ford Site Redevelopment Project (“Project”); and
WHEREAS, the City has recently been awarded a grant in the amount of $1,721,063 from the Capital Region Watershed District for the Project; and
WHEREAS, the grant will fund additional project features above and beyond minimum stormwater requirements, including capturing groundwater to maintain flow through the system, enhancing the public’s interaction with park stormwater components to promote education and sustainability, and connecting the Ford Site to Hidden Falls Regional Park by continuing a daylighted creek to link the new upstream system and downstream regional park while also facilitating safe and accessible pedestrian movement under Mississippi River Boulevard; and
WHEREAS, related to the Project, it is anticipated that the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (“HRA”) will be requested to approve the amendment of certain tax increment financing plans and budgets at a future date, which actions shall include proper notices and public hearings; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul, Minnesota as follows:
Section 1. Approval and Execution of Capital Region Watershed District Grant. The City accepts and approves the CRWD grant, and the Mayor, Director, Office of Financial Services and other necessary City Officials (the “Authorized Officers”) are hereby authorized, in their discretion and at such time, if any, as they may deem appropriate, to execute, on behalf of the City, the CRWD grant documents, and to carry out, on behalf of the City, directly or through one or more appointed designees, the City’s obligations thereunder when all conditions precedent thereto have been satisfied.
Section 2. Approval of Amendment to Capital Improvement Budget. Upon recommendation of the Mayor and after the presentation of the funding request to the Capital Improvement Budget Committee for review, it is hereby determined that an addition $1,721,063 is available for appropriation in the Capital Improvement Budget, and said budget, as heretofore adopted and amended by the Council, is hereby further amended in the particulars as specified in the attached Financial Analysis.
