Amending the 2011 financing and spending plans in the Department of Parks and Recreation in the amount of $236,000 to establish the required local funding match and provide design and engineering funds for construction improvements for the Como Historic Bridge in Como Regional Park.
Body
WHEREAS, the Council of the City of Saint Paul approved Resolution #07-561 at their City Council meeting on June 27, 2007 authorizing the submittal of a Federal Transportation Enhancement Act (SAFETEA-LU) grant to fund construction improvements for the Como Historic Bridge; and
WHEREAS, the City of Saint Paul, Parks and Recreation Department was awarded this Federal Transportation Enhancement (SAFETEA-LU) grant, #SP91-070-015 in the amount of $719,488 for the construction of this bridge; and
WHEREAS, the Council of the City of Saint Paul approved Resolution #12-294 at their public hearing meeting on October 17, 2012, authorizing the use of this Federal Transportation Enhancement Act Grant in the amount of $719,488 to partially fund improvements of the Como Historic Bridge; and
WHEREAS, these grant funds are designated for construction only and require a 20% local funding match in addition to design and engineering funds which are not included in the federal grant; and
WHEREAS, the 2012 CIB budget has already designated $212,000 as a partial match toward completion of the required local funds, and
WHEREAS, an additional $236,000 is needed to meet the project's design, engineering, inspection and contract administration budget identified for this project in the Capital Improvement Budget (CIB) funds made available from completed or cancelled projects; and
WHEREAS, this resolution establishes the local funding budget for the infrastructure improvements at the Como Historic Bridge site, one of the oldest concrete bridges in Minnesota listed on the National Register of Historical Places; and
WHEREAS, the Mayor, pursuant to section 10.07.4 of the City of Saint Paul, does certify that there are available for transfer of appropriation funds of $236,000;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Budget Improvement Committee, that $236,000 is available for transfer of appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by the Council, is here by further amended in the particulars as specified in the attached financial summary.
