Stated Reason for Appeal (if given): Property owner feels that they should not have been charged an additional $3.83. They claim that Republic Services owes them money since they were overcharged for garbage in 2021.
Staff Comments: Hauler records show that the property owner was credited $69.91 on their Q1 2022 invoice. This was based on the fact that they were charging the property owner for a 96-gal cart and two 35-gal carts when the property owner only had one 96-gal cart and one 35-gal cart. This credit reduced the original invoice from $246.43 to $180.01. Since the property owner only paid $176.62 on 1/24/2022, they still owed $3.83. However, the hauler requested that the city remove this assessment as a courtesy. Therefore staff recommends removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2022. (File No. CG2202A1, Assessment No. 220105) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
