Stated Reason for Appeal (if given): My name is Jean Doyle and I’m calling there because I got the letter here, it says it’s a special notice and the City Council public hearing and as a matter of fact I always pay my bills all the time. I always pay my light and gas and whatever. I don’t know what for but I got the public hearing and I don’t know what’s going on because I pay my rent all the time and my house payments all the time and I have missed no days
Staff Comments: Hauler stated that they have not received any payments from the property owner for Quarter 1 2020. They confirmed that they have not sent any employees to the property owners address to collect the payment and that their driver's are not allowed to take payments from+O136property owners. Staff recommends removing the late fee and reduce the assessment to $57.60.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002A1, Assessment No. 200120) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is reduced from $63.36 to $57.60, ratified and made payable in one installment.
