Comments: Property inspected on 12/2/15, found hay bales, lumber, tarps, in yard. SA issued. 12/10/15 inspector received a call from the PO and woman who maintains "art" on this vacant lot; extension granted to 12/15/15. Property inspected on 12/15/15 no action made to remove hay bales, etc., condition had gotten worse; inspector issued EC for non-compliance. On 12/28/15 an appeal was filed; LH date 1/5/16. Hearing officer ordered that plastic must be removed by 1/20/16. Property inspected on 1/22/16, plastic around "teepee" was gone. Per hearing officer, next recheck is 4/15/16.
History of Orders on Property: This is a vacant lot; city razed the building in May 2009.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Excessive Inspection/Abatement services billed during November 23 to December 18, 2015. (File No. J1608E, Assessment No. 168309) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
